Positief nieuws voor de tienduizenden Nederlanders die in een vakantiehuis wonen. Waar zij jarenlang in juridische onzekerheid verkeerden, kiest het kabinet nu voor een nieuwe koers: permanent wonen in recreatiewoningen wordt toegestaan, zelfs wanneer gemeenten hier moeite mee hebben.
Woonminister Mona Keijzer benadrukt dat het in tijden van woningnood onacceptabel is om mensen uit hun vakantiehuis te zetten, zeker wanneer zij geen alternatief hebben. Voor velen zijn deze parkwoningen cruciaal.
Keijzer roept gemeenten op direct te stoppen met handhavend optreden tegen bewoners van recreatiewoningen. Dwangsommen en gedwongen uitzettingen worden voorlopig opgeschort. In een brief aan de Tweede Kamer stelt de minister dat boetes en andere maatregelen pas weer aan de orde zijn wanneer nieuwe regelgeving van kracht wordt.
Voorwaarden voor permanente bewoning
De minister werkt de komende maanden aan duidelijke spelregels voor permanente bewoning. Bewoners moeten onder andere aantonen dat zij op 16 mei 2024 al in hun recreatiewoning woonden. Ook wordt gekeken naar bouwkwaliteit en worden risico’s, zoals criminaliteit, scherp gecontroleerd. Als aan alle voorwaarden wordt voldaan, mogen bewoners blijven, zelfs als de gemeente hier tegen is. In dat geval moeten parken worden gelegaliseerd. Dit proces is op de Veluwe al zichtbaar, waar gemeenten zoals Harderwijk en Ermelo vakantieparken hebben omgevormd tot woonwijken.
Weerstand bij gemeenten
Niet alle gemeenten staan positief tegenover deze veranderingen. Veel lokale overheden willen recreatieterreinen behouden voor toerisme en zien legalisatie als een ongewenste stap. Dit botst met de landelijke politiek, die eerder al opriep tot versoepeling van de regels. VVD-Kamerlid Peter de Groot, afkomstig uit Harderwijk, pleit al langer voor deze aanpak.
Selectieve legalisatie
De Groot benadrukt dat niet elk vakantiepark zomaar een woonwijk mag worden. “Het gaat alleen om parken zonder recreatieve voorzieningen en zonder toeristen,” stelt hij. Hij voegt toe: “Mensen die permanent in een vakantiehuis wonen, moeten niet langer worden behandeld als criminelen. Ik ben blij dat deze minister gemeenten oproept te stoppen met onnodige uitzettingen en verwacht dat zij daar gehoor aan geven.”
Onzichtbare bewoning
Officieel wonen er zo’n 60.000 mensen permanent op vakantieparken, maar de werkelijke aantallen liggen vermoedelijk veel hoger. Onderzoek op de Veluwe toont aan dat het werkelijke aantal bewoners daar tot wel 2,5 keer hoger is dan de geregistreerde cijfers.
Met deze nieuwe regels legaliseert het kabinet een praktijk die al jaren de realiteit is: voor veel mensen zijn vakantieparken al lang geen tijdelijke verblijfplaats meer, maar een vast thuis.
